OVERALL JOB PURPOSE:

Under authority of the Regional CFO and dotted line reporting to Country CEO.

  • Manage and control the financial situation of the Country in order to take care of shareholder’s value while guaranteeing the compliance to local & international financial legislation and Group financial standards and contribute to management decisions.

  • Develop & maintain Internal Control culture within the Country and ensure the level of Internal Control as requested by the Group.

 

This is a matrix structure role.

KEY RESPONSIBILITIES AND ASSIGNMENTS:

BUSINESS MANAGEMENT

 

As a member of Country Management Committee,

  • Contribute to Country performance and strategic objectives

  • Contribute to strategic studies on investment and acquisition/ disposal

  • Manage funding to meet the requirement for the development of the operations in the respect of Group treasury and financial policy

  • Alert the Country CEO about any risk of major discrepancy compared to budget/ forecast and contribute to define the right decision to reach

  • Country performance and strategic objectives

CONTROL

  • Ensure in a timely and properly manner the reporting analysis of consolidated data to the Country management, Group/ Division, local authorities, and minority shareholders (if any)

  • Supervise the budget and forecast processing and develop cost control mindset within Country

  • Supervise the analysis of the key performance indicators for the Country (Gross Margin, EBITDA Margin, Project Profitability, Working Capital Requirement, DSO, DPO, CFFO and Cash Conversion Ratio, etc.) 

FINANCING AND TREASURY

  • Monitor medium and long term the Financing management of the Country

  • Monitor on short term the Country Cash Flow requirement and when feasible optimise cash management through a centralized cash pooling organisation

  • Monitor Forex risk in coordination with Regional Treasury Department

  • Ensure the security of payment and cash flows

  • Ensure the financing and treasury relationship with external third parties (banks, authority, etc.) on behavior of the Group

ACCOUNTING, CONSOLIDATION AND REPORTING

  • Manage accounting transactions and periodic closing activities in accordance with Group policies and guidelines and in respecting local accounting regulation

  • Ensure that all Financial statements are done in a reliable and timely manner for internal and external requirements

  • Be accountable to facilitate the review of the external auditors

  • In case of new acquisition or divestment, ensure the correct representation of the changes of scope in the financial statements (respectively initial or closing Balance Sheet)

TAX MANAGEMENT

  • Ensure that tax regulation is well known by the BU and that the tax burden is optimized at BU level *

  • Supervise the timely and proper calculation, payment, and reporting of taxes *

RISK MANAGEMENT / INTERNAL CONTROL

  • Ensure that Group Financial Risk Management Policy is effectively implemented (forecast risk, choice of counter party, etc.)

  • Elaborate and maintain Country Finance procedures in accordance with Group/Division Policies and guidelines

  • Ensure that the Internal Control Standard are correctly implemented and tested in all the processes having and impact on the reliability of Financial Statement *

  • Identify and follow on critical customers and banks subject to payment defaults, and lead all necessary actions to recover trade receivables

  • Ensure that legal risk is minimized in following up legal actions and claims

  • Ensure proper level of insurance coverage to protect asset of the Country

  • Ensure that the recommendations of external and internal auditors are consistently applied in a timely manner

LEGAL AFFAIRS MANAGEMENT

  • Ensure that all litigations, claims and disputes are settled by proper legal action and company interest is protected

  • Acknowledge and communicate the local Business regulations to other departments as appropriate

  • Ensure compliance with local law in term of registration and legal formality of Company Issues such as existence and activity of the Company, ownership of shares, power of authority, operating approval and rights, title to properties, decision to be approved by the Board of Directors

  • Ensure the review of all third-party agreement and financial covenants

  • Ensure the compliance with the Company's Code of Business Conduct

IS / IT MANAGEMENT

  • Ensure that the definition, implementation and maintenance of IS/IT systems and of infrastructure are in line with the Group policies and standards, and the regular upgrading of systems and the maintenance of local resources (hardware, networks, servers, etc.) are realized in order to measure efficiently the economic performance of the Country

  • Define and update the Country IT Plan and IT strategy

  • Organize and co-ordinate the implementation of new applications and systems within the Country to ensure its performance in all disciplines in line with Group & Division IS/IT policy

  • Optimize information management and ensure meaningfulness and reliability of all systems to facilitate decision making

  • Enable the users of Country information systems to utilize them in optimum conditions by delivering required assistance

  • Manage security of information systems according requirement of Internal Control Standard *

RELATION WITH OTHER FUNCTIONS / WITH REGION

  • Work in close cooperation with

    • Procurement and Sales Departments to ensure in-depth common understanding of market, suppliers and customers, and consequently ensure that all purchasing and sales transactions are posted to the accounting system in a timely and reliable manner

    • Strategy function for business development

    • Operational and Site Manager to ensure consistency of data (cost of materials and labour, stocks, fixed assets, etc.)

    • Human Resources Department to ensure that all Compensation & Benefits are posted in the accounting system in a timely and reliable manner

    • Internal audit in order to help them to prepare and conduct their missions

  • Participate in the sharing of best practice in Financial experience with other Countries

  • Participate in the Finance Network of the Region and Group

ORGANISATION AND PEOPLE DEVELOPMENT

  • Propose adjustment of Country organization (finance, operational…) to meet Finance strategy

  • Adjust the Finance organization (headcount, working processes, resources allocation, etc.) to optimize its effectiveness and efficiency

  • Manage the Finance teams under his/her responsibility and develop their skills

  • In collaboration with HR and Division Finance Department to ensure the recruitment, compensation of the Finance teams

  • Contribute to the development of finance knowledge in the other functions of the Country

KEY EXPERIENCES AND ANY QUALIFICATION REQUIREMENTS

Educational background:

  • Degree or above on financial/business management or related disciplines; or university graduate with a CPA/Chartered Accountant qualification.

Work experience required:

  • Minimum 10 years management experience in positions of companies of equivalent size and/or complexity

  • Experience in financial information & reporting, financial analysis and evaluation, accounting systems and procedures, budgeting, business planning, treasury and financing, tax management, audit methods & procedures

FUNCTIONAL COMPETENCIES

Competencies:

  • Excellent communication skills in both written and oral, team player, analytical and keen eye for details, Customer focus.

Language skills:

  • English: Business Fluent

Mobility requirements:

  • Travels within the Country expected
